Faye M. Padgett is the widow of past Board President Frank Duggan. Frank served as staff liaison to the 103 families for the President’s Commission on Aviation Security and Terrorism established by President George HW Bush. Faye has been a member of VPAF103 family since the early 1990s. She worked for 30 years for the U.S. Congress and is currently Board Chair of HIRRS, the Head Injury Research and Rehabilitation Service, a non-profit Maryland agency, providing support to individuals with neurological impairments. She serves on the VPAF103 Scholarship selection committee and the December 21st Planning Committee.
